WHEREAS, Toni Winters McMahon, who served as president and chief executive officer of the Arts Council of Fairfax County for 20 years, died on January 21, 2004; and

WHEREAS, a native of New Hampshire, Toni McMahon was a Phi Beta Kappa graduate of Tufts University and did graduate work in public administration at George Mason University; and

WHEREAS, Toni McMahon's community involvement began with her interest in the public schools, and she served as president of the Fairfax County Council of PTAs; and

WHEREAS, Toni McMahon started projects to encourage high school seniors to volunteer at Fairfax County's human services agencies and in 1981 she raised more than $100,000 to save the Claude Moore Colonial Farm in McLean after the National Park Service withdrew its funding; and

WHEREAS, during the two decades of Toni McMahon's leadership, the Arts Council of Fairfax County experienced a period of rapid growth, and she was involved extensively in fundraising, grant-writing, board development, and long-range planning; and

WHEREAS, the Arts Council of Fairfax County oversees such events as the International Children's Festival at Wolf Trap National Park for the Performing Arts; and

WHEREAS, in addition to her work with the Arts Council, Toni McMahon served on the boards of the George Mason University Center for the Arts, the Lorton Arts Foundation, and the Cultural Alliance of Greater Washington; and

WHEREAS, in recognition of her numerous contributions to the arts, Toni McMahon was named Fairfax County Citizen of the Year in 1984 by the Fairfax County Federation of Citizens Associations and the Washington Post and the Jinx Hazel Arts Citizen of the Year in 1999 by the Arts Council of Fairfax County; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of an exceptional citizen of Northern Virginia, Toni Winters McMahon; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Toni Winters McMahon as an expression of the respect in which her memory is held by the members of the General Assembly.
