WHEREAS, Joseph E. Hubbard, the executive director of the District 19 Community Services Board, served the behavioral health needs of his community with skill and effectiveness for the past decade; and

WHEREAS, the executive director since 1994, Joseph Hubbard rendered distinguished service to the citizens of the Cities of Colonial Heights, Emporia, Hopewell, and Petersburg and the Counties of Dinwiddie, Greensville, Prince George, Surry, and Sussex; and

WHEREAS, by implementing the cost-saving measures necessary to provide care in a time of reduced funding, Joseph Hubbard contributed to the survival of the District 19 Community Services Board; and

WHEREAS, Joseph Hubbard demonstrated his ability to manage the planning and execution of board program operations, achieving results consistently above the standards set by the board; and

WHEREAS, in the past year, Joseph Hubbard successfully assisted in merging residential programs, developing policies and procedures to comply with the Health Insurance Portability and Accountability Act, maintaining care for In-Home Program consumers, and providing assessments for the Home Improvement Association in Emporia, Surry, and Sussex Counties; and

WHEREAS, Joseph Hubbard's leadership and expertise spread beyond the confines of District 19 through his service with the state Department of Mental Health, Mental Retardation and Substance Abuse Services, with Region IV of the Health Planning Regions, and with the Virginia Association of Community Services Boards; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Joseph E. Hubbard for his exceptional leadership of the District 19 Community Services Board; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Joseph E. Hubbard as an expression of the General Assembly's admiration for his dedication to providing behavioral health services to the citizens of the Commonwealth.
