2004 SESSION
WHEREAS, on the evening of September 18, 2003, as Hurricane Isabel was following its destructive path across the Commonwealth, Randall Vorous and his partner Garland Presgraves were working to clear a tree that had fallen across both lanes of Route 50 in Clarke County; and
WHEREAS, Randall Vorous is a 10-year employee of the Virginia Department of Transportation, and Garland Presgraves has been with the department since 1976; and
WHEREAS, with the wind howling, the men could hear very little, and with the darkness, they could see even less, so neither of them sensed a second tree that fell on them out of the darkness; and
WHEREAS, when Randall Vorous came to his senses, he immediately began to look for his partner, and despite his own injuries, radioed for help and began clearing the debris to free the seriously injured Garland Presgraves; and
WHEREAS, working carefully to avoid further danger and ignoring his own pain, Randall Vorous cut a path to his injured colleague so rescue workers could get to Garland Presgraves and transport him to the hospital; and
WHEREAS, Randall Vorous was himself injured seriously enough to require a five-day hospital stay, and Garland Presgraves, due to the courageous actions of Randall Vorous, continues to recover from his serious injuries; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Randall Vorous for his quick-thinking, selfless, and courageous actions on the night of September 18, 2003; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Randall Vorous as an expression of the General Assembly's admiration and gratitude for his actions.
