2004 SESSION
WHEREAS, Richard C. "Dick" Grizzard, the Commonwealth's Attorney for Southampton County and the City of Franklin for the past 36 years, retired on December 31, 2003; and
WHEREAS, a native of Branchville and a graduate of Staunton Military Academy, Dick Grizzard earned his undergraduate and law degrees from The College of William and Mary and served in Thailand and Vietnam as a Captain in the United States Marine Corps; and
WHEREAS, widely respected in Southampton County, the City of Franklin and throughout the Commonwealth, Dick Grizzard established a Commonwealth's Attorney's office dedicated to punishing the guilty, comforting the victims, and protecting the community; and
WHEREAS, during his long tenure as Commonwealth's Attorney, Dick Grizzard has witnessed and coped with a manifold increase in the number of cases tried in the courts of Southampton and Franklin; and
WHEREAS, with the help of a skilled and loyal staff, Dick Grizzard maintained his sterling reputation for integrity, fairness, and uncompromising dedication to bringing criminals to justice; and
WHEREAS, with his vast experience and unblemished reputation as a tough but fair prosecutor, Dick Grizzard served as role model and mentor for numerous young prosecutors in Southampton and Franklin; and
WHEREAS, a member of the board of directors of the Virginia Association of Commonwealth's Attorneys, Dick Grizzard served on the Commonwealth's Attorney Services Council and the Compensation, Judicial Review, and Ethics Review Committees; and
WHEREAS, in 2002 Dick Grizzard was the recipient of the Virginia Association of Commonwealth's Attorneys' prestigious Bob Horan Award for outstanding service to his profession and his community; and
WHEREAS, Dick Grizzard devoted his entire professional life to serving the citizens of Southampton County and the City of Franklin, and his sterling 36-year record sets a high standard for his successors; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Richard C. Grizzard on the completion of an exemplary career of service to the citizens of Southampton County, the City of Franklin, and the Commonwealth; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Richard C. Grizzard as an expression of the admiration, respect, and gratitude of the General Assembly.
