HOUSE JOINT RESOLUTION NO. 220
Commending the Honorable Hullihen Williams Moore.

WHEREAS, Judge Hullihen Williams Moore, a Commissioner of the Virginia State Corporation Commission since 1992, retires at the end of his second term in January 2004; and

WHEREAS, a native of Roanoke and a graduate of Washington and Lee University, Judge Moore earned his law degree at the University of Virginia, where he served on the editorial board of the Virginia Law Review; and

WHEREAS, the author of numerous articles on regulatory law, Judge Moore served as editor of The Virginia Lawyer and on the editorial board of the Law Practice Notes of the American Bar Association; and

WHEREAS, prior to his election to the State Corporation Commission, Judge Moore practiced public utility and energy law in Richmond for more than 20 years and taught economic regulation and public utility law at the law schools of The College of William and Mary, Washington and Lee University, and the University of Virginia; and

WHEREAS, Judge Moore was elected by the General Assembly to the State Corporation Commission in 1992, was reelected in 1998, and currently serves as chairman of the commission; and

WHEREAS, Judge Moore is past president of the Mid-Atlantic Conference of Regulatory Utilities Commissioners and the Southeastern Association of Regulatory Utility Commissioners and is a member of the board of the National Association of Regulatory Utility Commissioners; and

WHEREAS, in addition to his duties with the State Corporation Commission, Judge Moore has pursued a landscape photography avocation with conspicuous success, using a wooden 4 X 5 box camera and developing and printing his own work; and

WHEREAS, Judge Moore's affection for the natural beauty of the Commonwealth is evident in his photographs; and

WHEREAS, Judge Moore studied with noted photographers Ansel Adams, John Sexton, and Philip Hyde and has seen a book of his photographs, Shenandoah: Views of Our National Park, published by the University of Virginia Press; and

WHEREAS, the Virginia Museum of Fine Arts has mounted an exhibit of Judge Moore's photographs that will tour the Commonwealth for the next two years; and

WHEREAS, during his two terms as Commissioner, Judge Moore has served the citizens of the Commonwealth with intelligence, wisdom, integrity, and dedication and has remained dedicated to ensuring that the public interest is protected; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend the Honorable Hullihen Williams Moore on his outstanding career of service to the legal profession and to the State Corporation Commission; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the Honorable Hullihen Williams Moore as an expression of the General Assembly’s respect and gratitude for his distinguished service to the Commonwealth.
