WHEREAS, the idea of Ruritan, one of America's leading community service organizations, was conceived in 1928 in Holland, Virginia; and

WHEREAS, the name "Ruritan," which is the combination of two Latin words, ruri meaning "open country," and tan meaning "small town," are together interpreted as "pertaining to rural and small town life"; and

WHEREAS, with headquarters in Dublin, Virginia, Ruritan has grown nationally to include more than 33,000 men and women with 1,330 clubs in 25 states; and

WHEREAS, the Commonwealth ranks first in Ruritan membership with more than 13,000 members in 450 clubs, ranking Ruritan among the largest community service organizations in Virginia; and

WHEREAS, Jane R. Bell, a resident of the Caroline County community of Ruther Glen, was named national Ruritan of the Year at an award ceremony in January 2003 in Norfolk; and

WHEREAS, this prestigious honor reflects Jane Bell's dedication to Ruritan's goals of creating a better understanding among people through fellowship, goodwill, and volunteer community service, and to making the local community a better place in which to live; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Jane R. Bell on being named National Ruritan of the Year; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Jane R. Bell as an expression of the congratulations and best wishes of the General Assembly.
