Commending Clifton A. Woodrum.

WHEREAS, Clifton A. "Chip" Woodrum, who represented the citizens of the 11th House District with exceptional skill, passion, wit, and effectiveness for 24 years, has retired from the House of Delegates; and

WHEREAS, a native of Washington, D.C., Chip Woodrum earned his undergraduate degree from the University of North Carolina at Chapel Hill and his law degree from the University of Virginia School of Law; and

WHEREAS, elected to the House of Delegates in 1979, Chip Woodrum served diligently for 12 terms, sponsoring significant legislation and winning the respect and affection of his colleagues on both sides of the aisle; and

WHEREAS, a Roanoke attorney, Chip Woodrum became known as an advocate for open government, serving as chairman of the subcommittee that considers freedom of information legislation and sponsoring measures to substantially revise Virginia's Freedom of Information Act; and

WHEREAS, Chip Woodrum was instrumental in the creation of the Freedom of Information Advisory Council and served as its first chairman; and

WHEREAS, for eight years Chip Woodrum served on the Virginia State Crime Commission, including four years as chairman, and nearly 20 years on the State Water Commission and four years on the Commission on Family Violence Prevention; and

WHEREAS, Chip Woodrum provided a strong voice for Virginia's consumers as a member of the legislative task force overseeing the Commonwealth's electric utility deregulation; and

WHEREAS, an informed and dedicated representative of his constituents, a formidable adversary in House floor debate, a passionate advocate for open government, and a genial and witty colleague, Chip Woodrum leaves a General Assembly quite different from the one he joined in 1980, but one that is better for his presence; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Clifton A. Woodrum on the completion of an extraordinary legislative career; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Clifton A. Woodrum as an expression of the General Assembly's respect, affection, and best wishes.
