041748532WHEREAS, the Leadership in Energy and Environmental Design (LEED) Green Building Rating System is a voluntary, consensus-based national standard for developing high-performance, sustainable buildings; and
WHEREAS, the LEED standard was created to define "green building" by establishing a common standard of measurement; promote integrated, whole-building design practices; recognize environmental leadership in the building industry; stimulate green competition; raise consumer awareness of green building benefits; and transform the building market; and
WHEREAS, the LEED standard is currently available for new construction and major renovation projects and existing building operations; and
WHEREAS, LEED provides a complete framework for assessing building performance and meeting sustainability goals; and
WHEREAS, LEED emphasizes state-of-the-art strategies for sustainable site development, water savings, energy efficiency, materials selection, and indoor environmental quality; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the Boards of Visitors at Virginia's public institutions of higher education, in cooperation with the Department of General Services, be encouraged to recognize and incorporate [ those portions of ] the Leadership in Energy and Environmental Design (LEED) Green Building Rating System into state and local practices for the design and procurement of construction projects [ which have a reasonable pay back ] ; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates transmit a copy of this resolution to the respective Boards of Visitors at Virginia's public institutions of higher education, requesting that the President of each such institution further disseminate copies of this resolution to their respective constituents so that they may be apprised of the sense of the General Assembly of Virginia in this matter.
