WHEREAS, John M. De Noyer, who has served the citizens of the Town of Herndon as a member of the Herndon Town Council since 1988, has announced his retirement; and
WHEREAS, a veteran of service in the United States Army during both World War II and the Korean Conflict, John De Noyer is a retired research geophysicist with the United States Geological Survey; and
WHEREAS, a graduate of Chico State College in California, John De Noyer earned his master's and doctorate degrees in geophysics from the University of California at Berkeley; and
WHEREAS, a resident of Herndon since 1983, John De Noyer was elected to the Herndon Town Council in 1988 and has served two terms as vice mayor, from 1990 to 1992 and from January 1, 2002, to June 30, 2002; and
WHEREAS, as a member of the council, John De Noyer served on the Main Street Action Plan Commission, the Traffic and Roads Committee, and the Runnymede Park Task Force as well as providing technical expertise on environmental matters; and
WHEREAS, John De Noyer was appointed by the Fairfax County Board of Supervisors to the Fairfax County Environmental Quality Advisory Council, where he served as chairman from 1991 to 1994; and
WHEREAS, John De Noyer is active in numerous conservation organizations, including the Friends of Runnymede Park, where he serves as science advisor and volunteer naturalist; and
WHEREAS, for 15 years John De Noyer has served the citizens of Herndon and Fairfax County with admirable skill and dedication; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend John M. De Noyer on the occasion of his retirement from the Herndon Town Council; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to John M. De Noyer as an expression of the admiration, respect and gratitude of the General Assembly.
