Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 2.2-1135.1 as follows:

§ 2.2-1135.1. Establishment of performance measures for the use of real property.

A. The Division shall establish performance measures to determine the effectiveness of state real property management at the individual agency and statewide levels to maximize the use of real property held or leased by the state.

B. The head of each state agency shall designate an existing employee to be the agency's senior real property officer who shall be responsible for monitoring and administering real property assets held by the agency on behalf of the Commonwealth.

C. By December 1, 2004, the Division shall submit a report to the Governor and the General Assembly on the performance measures established pursuant to Subsection A. Thereafter, the Division shall prepare, not later than May 31 and November 30 of each year, reports to the Governor and the General Assembly on the effectiveness of the performance

measures.
