Be it enacted by the General Assembly of Virginia:

1. That §§ 24.2-303.2 and 24.2-304.02 of the Code of Virginia are amended and reenacted as follows:

§ 24.2-303.2. Senatorial districts; composition of certain districts.

Subject to the provisions of subsections A, B, and C of § 24.2-303.1, the following senatorial districts shall be comprised as follows:. References to precincts and parts of precincts are to precincts as listed in the 2000 Census reports.

First. All of the City of Poquoson; part of York County comprised of the Coventry and Bethel Precincts and part of the Tabb Precinct; part of the City of Hampton comprised of the Syms, Booker, Burbank, Fox Hill, and Phillips Precincts and part of the Buckroe and Langley Precincts; and part of the City of Newport News comprised of the Denbigh, Epes, Jenkins, Oyster Point, Richneck, Windsor, Bland, Boulevard, Charles, Christopher Newport, Deep Creek, Watkins, Grissom, Hidenwood, Hilton, Palmer, Riverside, Sanford, Saunders, Warwick, Yates, Riverview, Kiln Creek, Beaconsdale, and Sedgefield Precincts.

Second. § 24.2-304.02. House of Delegates districts; composition of certain districts.

Subject to the provisions of subsections A, B, and C of § 24.2-304.01, the following House of Delegates districts shall be comprised as follows:. References to precincts and parts of precincts are to precincts as listed in the 2000 Census reports.

Nineteenth. All of the City of Bedford; part of Bedford County comprised of the Stewartsville, Hardy, Otter Hill, Cove, Big Island, Sedalia, Kelso, Boonsboro, Montvale, Shady Grove, Thaxton, Goode, Liberty High School, and Sign Rock Precincts and parts of the Forest and Jefferson Precincts; and part of Botetourt County comprised of the Amsterdam, Asbury, Town Hall, Blue Ridge, Rainbow Forest, Mill Creek, Roaring Run, Buchanan 301/Springwood 304, Courthouse, Eagle Rock, Glen Wilton, Oriskany, and Troutville Precincts.

Twenty-second. All of Campbell County; and part of Bedford County comprised of the Chamblissburg, Staunton River, Moneta, Mountain View, New London, Walton's Store, White House, and Huddleston Precincts and parts of the Forest and Jefferson Precincts.

All of Rockbridge County; all of the Cities of Buena Vista and Lexington; part of Amherst County comprised of the New Glasgow, Courthouse, Temperance, Elon, Pleasant View, and Madison Precincts and part of the Amelon and Monroe Precincts; and part of Augusta County comprised of the Middlebrook, Spottswood, White Hill, and Sherando Precincts.

Twenty-fifth. Eighty-ninth. Part of the City of Norfolk comprised of the Ghent Square, Immanuel, Lafayette Library, Lafayette Presbyterian, Lambert's Point, Maury, Park Place, Stuart, Suburban Park, Willard, Ballentine, Tanner's Creek, Coleman Place School, Lafayette-Winona, Lindenwood, Monroe, Norview Methodist, Norview Recreation Center, Rosemont, Sherwood School, and Young Park Precincts and parts of the Granby, Hunton Y, Sherwood Rec Center Part 2, and Tucker House Precincts.

Ninety-seventh. All of New Kent County; part of Caroline County comprised of the Madison and Reedy Church Precincts and parts of the Mattaponi and Woodford Precincts; part of Hanover County comprised of the Battlefield, Old Church, Cold Harbor, Black Creek, Studley, and Stonewall Jackson Precincts and part of the Rural Point 502/Newman 503 Precinct; part of Henrico County comprised of the Chickahominy, Nine Mile, and Antioch Precincts; part of King and Queen County comprised of the Owenton and Clark's Precincts; part of King William County comprised of the Second-B, Third, Fourth and Fifth Precincts and part of the Second-A Precinct; and part of Spotsylvania County comprised of the Partlow and Blaydes Corner Precincts.

Ninety-ninth. All of King George, Lancaster, Northumberland, Richmond, and Westmoreland Counties; and part of Caroline County comprised of the Bowling Green and Port Royal Precincts and parts of the Mattaponi and Woodford Precincts.

All other House of Delegates districts shall be comprised as provided in § 24.2-304.01.

2. That the effect of the first enactment shall be to supersede a certain segment of the boundary line between the Tenth and Fifteenth Senatorial districts as follows:

The boundary segment between the Tenth and Fifteenth Senatorial districts within Cumberland County beginning at the point where the Willis River intersects the Cumberland County-Buckingham County boundary, then east on the Willis River to an unnamed tributary, the southern boundary of census block 510499902002008, east on the unnamed tributary to Whispering Creek, southeast on Whispering Creek to an unnamed tributary, being a segment of the southern boundary of census block 510499902002009, southeast on the unnamed tributary to the Willis River, east on the Willis River to Little Willis River, south on Little Willis River to an unnamed road, being a segment of the southern boundary of census block 510499902002009, east on the unnamed road to State Route 634 (Salem Church Road), east on State Route 634 to State Highway 45 (Cumberland Road), and northeast on State Route Highway 45 to State Route 631 (Davenport Road) is superseded by a segment beginning at the point where United States Highway 60 (Anderson Highway) intersects the Cumberland County-Buckingham County boundary, then east on United States Highway 60 to State Route 670 (Wilson Russell Drive), east on State Route 670 to State Highway 45 (Cumberland Road), and south on State Highway 45 to State Route 631 (Davenport Road).

3. That the effect of the first enactment further shall be to supersede certain segments of the boundary lines between certain House of Delegate districts as follows:

The boundary segment between the Twenty-fifth and Fifty-ninth House of Delegate districts within Albemarle County beginning at the point where United States Highway 250 (Rockfish Gap Turnpike) intersects Interstate 64, then west on United States Highway 250 to Ortman Road (State Route 691), south on Ortman Road to Batesville Road (State Route 636), and west on Batesville Road to the Albemarle County-Nelson County boundary line is superseded by a boundary segment beginning at the point where Mechums River intersects Interstate 64, then southwest along Mechums River to the Albemarle County-Nelson County boundary line.

The boundary segment between the Fifty-ninth and Sixtieth House of Delegate districts within Prince Edward County beginning at the point where Locket Creek and Buffalo Creek meet, then east on Locket Creek to State Route 648, north on State Route 648 to the Norfolk Southern Railway, east on the Norfolk Southern Railway to U.S. 15, northwest on U.S. 15 to U.S. 15 Business, east on U.S. 15 Business, becoming 3rd Street within the corporate limits of the Town of Farmville, to Industrial Park Road, north on Industrial Park Road to the Farmville corporate town limits, north on the Farmville Corporate limits to a point where the Norfolk Southern Railway intersects the corporate limits just east of Buffalo Creek, east on a straight line, the southern boundary of census block 511479902002005, to the Appomattox River, being the boundary line between Prince Edward County and Cumberland County is superseded by a boundary segment beginning at the point where Locket Creek and Buffalo Creek meet, then south on Buffalo Creek to State Route 658, east on State Route 658 to State Route 653, north on State Route 653 to an an unidentified boundary line (the northern boundary of census block 511479902004005), east on the unidentified boundary line to United States Highway 15, northeast and then northwest on United States Highway 15 to Little Buffalo Creek, north on Little Buffalo Creek to the corporate limits of the Town of Farmville at the northeast corner of census block 511479902001069 (block 511479902001070 being in House of Delegates district 60), then west and north on the corporate limits to the northern boundary of census block 511479902002019, east on the census block boundary to 3rd Street, north on 3rd Street to Industrial Park Road, northwest on Industrial Park Road to State Route 676, west on State Route 676 to its terminus, and west and north and then east on the corporate limits to the Appomattox River, being the boundary line between Prince Edward County and Cumberland County.
