Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 15.2-958.2 as follows:

§ 15.2-958.2. Grants and loans for home ownership.

Notwithstanding any other provision of law, to foster close-to-work home-ownership opportunities and to ensure competitiveness as an employer, a locality may by ordinance provide for the use of funds, other than state funds, to provide grants and small, low-interest loans to employees of the locality or the school board to purchase residences in such locality. The residences shall be the primary residence of any employee receiving such grants or loans. The locality may establish such terms and conditions concerning such grants and loans as it deems appropriate.
