Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by a section numbered 46.2-749.69:1 as follows:

§ 46.2-749.69:1. Special license plates; supporters of the National Association for Stock Car Auto Racing (NASCAR).

On receipt of an application therefor, the Commissioner shall issue special license plates to supporters of the National Association for Stock Car Auto Racing (NASCAR).

The Commissioner may enter into agreements for the purchase of distinctive NASCAR driver and general motor sports theme license plates for issuance under this section. Any such agreement may be with the supplier of such license plates, or with any other entity as may be necessary in order to carry out the purpose of this section. The design of such license plates shall be as mutually agreed to by the Commissioner and supplier of such license plates.

The annual fee for license plates issued pursuant to this section shall be $25 in addition to the prescribed fee for state license plates. For each set of license plates issued under this section, an amount to be established by an agreement between the Commissioner and the supplier of the license plates shall be paid by the Commissioner to the supplier of the license plates.
