HOUSE BILL NO. 751 FLOOR AMENDMENT IN THE NATURE OF A SUBSTITUTE (Proposed by Delegate Plum on February 12, 2004) (Patron Prior to Substitute--Delegate Marshall, R.G.) A BILL to create the Affirmation of Marriage Act for the Commonwealth of Virginia.

Be it enacted by the General Assembly of Virginia:

1. § 1. Marriage; legislative findings.

The General Assembly declares as its existing public policy that the Commonwealth of Virginia does not recognize a marriage, civil union, partnership contract or other arrangement purporting to bestow the privileges or obligations of marriage under the laws of another state or territory of the United States unless such marriage conforms to the provisions of Chapter 2 of Title 20 (§§ 20-13 et seq.).
