Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 54.1-3310.1 as follows:

§ 54.1-3310.1. Unlawful to assist individuals in procuring prescription drugs.

Unless otherwise specifically authorized by law, it shall be unlawful for any person to [ directly or indirectly knowingly ] assist another in procuring for [ remuneration compensation ] prescription drugs from a pharmacy or other source [ he knows is ] not licensed, registered or permitted by the Board. Any person who [ directly or indirectly knowingly ] assists another in procuring for [ remuneration compensation ] prescription drugs from a pharmacy or other source [ he knows is ] not licensed, registered or permitted by the Board shall be guilty of a Class 6 felony.

2. That the provisions of this act may result in a net increase in periods of imprisonment or commitment. Pursuant to § 30-19.1:4, the estimated amount of the necessary appropriation is $0 for periods of imprisonment in state adult correctional facilities and is $0 for periods of commitment to the custody of the Department of Juvenile Justice.
