Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding in Article 1.1 of Chapter 1 of Title 33.1 a section numbered 33.1-23.5:3 as follows:

§ 33.1-23.5:3. Reallocation of highway maintenance and construction funds otherwise allocated to the Bristol, Salem, and Lynchburg highway construction districts.

Notwithstanding any contrary provision of this article, following any and all allocation of highway maintenance and construction funds under this article, the Commonwealth Transportation Board shall reduce the total of any and all highway maintenance and construction funds allocated to projects in the Bristol, Salem and Lynchburg districts by 10 percent and shall redistribute such funds, in even amounts, to the Northern Virginia highway construction district and the Hampton Roads construction district, and allocate such funds to highway maintenance and construction projects in the Northern Virginia and Hampton Roads construction districts.
