Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 30-19.1:10 as follows:

§ 30-19.1:10. Filing of bills creating or increasing a fee.

A. Any bill increasing any fee of the Commonwealth shall be introduced for consideration by the General Assembly no later than the first calendar day of any session of the General Assembly.

B. When any bill described in subsection A is referred to a committee of the General Assembly, the chairman of the committee shall require, prior to consideration by the committee of the bill, a written statement, signed by the patron, containing the following information: (i) when the fee was first established; (ii) the dates and amounts by which the fee has increased in the past 10 years; (iii) the purpose for the revenue from the fee, and whether any amounts of such revenue have been spent for other purposes in the past 10 years; (iv) the total annual amount of revenue raised from the fee each year for the past 10 years; (v) the estimated amount of revenues that will be generated by the proposed increase and the reason for the increase.

C. When any amendment to a bill that would result in the increase of a fee is offered for consideration to a committee of the General Assembly, then the chairman of the committee shall require, prior to consideration of the amendment by the committee a written statement signed by the member offering the amendment containing the same information as required in subsection B.
