046508236Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding in Article 3 of Chapter 6 of Title 46.2 a section numbered 46.2-649.3 as follows:
§ 46.2-649.3. Registration of military vehicles; fees.
Owners of military vehicles may register them either as provided in this section or as otherwise provided in this article. The registration of any military vehicle under this section shall be a permanent registration. No license plates shall be issued for any vehicle so registered, but the Department shall assign to each vehicle registered under this section a six-digit registration number prefixed by the letters "MV." The owner of the vehicle shall cause such letters and numbers to be stenciled on the vehicle in either (i) white or yellow paint or (ii) black paint on a white field. All such stenciling shall be in accordance with all applicable U.S. military regulations.
The fee for registering a vehicle under this section shall be as provided in Article 7 (§ 46.2-685 et seq.) of this chapter, except that it shall be paid biennially, and no expiration decals shall be issued for the vehicle.
Registration of a vehicle under this section shall not subject operation of the vehicle to any restrictions to which the vehicle would not otherwise be subject.
The term "military vehicle" as used in this section shall have the meaning ascribed to it by regulation of the Commissioner.
