Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 2.2-421.1 as follows:

§ 2.2-421.1. Special reports of certain receipts and expenditures.

Notwithstanding any other provision of law to the contrary, the reporting requirements of this section shall apply to any entity that accumulates or expends more than $250,000 on or after December 15 of any year through adjournment sine die of the ensuing General Assembly session for the purpose of influencing action on legislation before the General Assembly. As soon as the entity accumulates or expends $250,000 or more in funds for such purpose, it shall file a registration statement pursuant to § 2.2-423 and an initial report of its receipts and expenditures with the Secretary of the Commonwealth and thereafter shall file biweekly reports of its receipts and expenditures until adjournment sine die of the General Assembly session. The entity shall file the annual Lobbyist's Disclosure Statement required by § 2.2-426. In the biweekly reports and the annual report, the entity shall include a list of contributors who have contributed an aggregate of more than $1,000, including cash and in-kind contributions, as of the date of the report, and provide: (i) the name of the contributor listed alphabetically, the address of the contributor, the amount of the contribution, the aggregate amount of contributions from the contributor to date, and the date of the last contribution; (ii) for each such individual contributor, the occupation of the contributor, the name of his employer or principal business, and the locality where employed or where his business is located; and (iii) for each such contributor, other than an individual, the place of business and principal business activity of the contributor. The Secretary of the Commonwealth shall provide forms and instructions for the purpose of implementing the provisions of this section. For any contributor that contributed more than $50,000, the report of the entity shall also include the names of those who donated more than $1,000 to that contributor on or after December 15.

2. That an emergency exists and this act is in force from its passage.
