043782303Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding a section numbered 22.1-122.2 as follows:
§ 22.1-122.2. Accounts for incentive awards for school personnel.
Consistent with the classifications for expenditures required by § 22.1-115, a school board may, by resolution, establish accounts in its schools committed solely for the grant of incentive awards to teachers and other school personnel.
Such accounts shall be managed by the principal of each school, who shall determine award recipients and the amount of such awards. The principal shall provide a description of award criteria and procedures for determining such amounts to the division superintendent. No additional funds shall be transferred into any such account unless the monthly accounting has been filed.
The funds in the account may be disbursed for such awards by issuing a negotiable check signed by the principal, and a second person to be designated by the school board. At the close of the fiscal year, all unexpended funds in the accounts shall not be returned to the school board, but shall remain in the school account, and the principal shall provide annually a full accounting of the disbursements and any remainder to the division superintendent. All such accounts shall be subject to the requirements of § 15.2-2511.
