An Act to amend and reenact §§ 24.2-303.2 and 24.2-304.02 of the Code of Virginia, relating to certain Senatorial and House of Delegates districts respectively.

Be it enacted by the General Assembly of Virginia:

1. That §§ 24.2-303.2 and 24.2-304.02 of the Code of Virginia are amended and reenacted as follows:

§ 24.2-303.2. Senatorial districts; composition of certain districts.

Subject to the provisions of subsections A, B, and C of § 24.2-303.1, the following senatorial districts shall be comprised as follows:. References to precincts and parts of precincts are to precincts as listed in the 2000 Census reports.

First. All of the City of Poquoson; part of York County comprised of the Coventry and Bethel Precincts and part of the Tabb Precinct; part of the City of Hampton comprised of the Syms, Booker, Burbank, Fox Hill, and Phillips Precincts and part of the Buckroe and Langley Precincts; and part of the City of Newport News comprised of the Denbigh, Epes, Jenkins, Oyster Point, Richneck, Windsor, Bland, Boulevard, Charles, Christopher Newport, Deep Creek, Watkins, Grissom, Hidenwood, Hilton, Palmer, Riverside, Sanford, Saunders, Warwick, Yates, Riverview, Kiln Creek, Beaconsdale, and Sedgefield Precincts.

Second. All other Senatorial districts shall be comprised as provided in § 24.2-303.1.

§ 24.2-304.02. House of Delegates districts; composition of certain districts.

Subject to the provisions of subsections A, B, and C of § 24.2-304.01, the following House of Delegates districts shall be comprised as follows:. References to precincts and parts of precincts are to precincts as listed in the 2000 Census reports.

First. All of Lee and Scott Counties; part of Washington County comprised of the Burson Place, Mendota, Valley Institute, Wallace Part 3, and Wallace Part 1 Precincts and part of the Greendale Precinct; and part of Wise County comprised of the East Stone Gap and Clinch Valley Precincts and part of the Big Stone Gap Precinct.

Second. All of Dickenson County; all of the City of Norton; part of Russell County comprised of the Copper Creek, Moccasin, South Castlewood, Cleveland, Dante, North Castlewood, Cooks Mill, Daughertys, Elk Garden, and Lebanon Precincts and part of the Honaker Precinct; and part of Wise County comprised of the Appalachia, Dorchester, Guest River, West Pound, North Coeburn, Wise, East Pound, South Coeburn, and St. Paul Precincts and part of the Big Stone Gap Precinct.

Sixth. Part of the City of Norfolk comprised of the Northside, Crossroads, Therapeutic Center, Wesley, Bayview United, East Ocean View, Larrymore, Little Creek, Oceanair, Tarrallton, Third Presbyterian, and Ocean View Center Part 2 Precincts and parts of the Azalea Gardens, Barron Black, Bayview School, Granby, Ocean View Center Part 1, Ocean View School, Titustown Center, Tucker House and Zion Grace Precincts.

Eighty-ninth. Part of the City of Norfolk comprised of the Ghent Square, Immanuel, Lafayette Library, Lafayette Presbyterian, Lambert's Point, Maury, Park Place, Stuart, Suburban Park, Willard, Ballentine, Tanner's Creek, Coleman Place School, Lafayette-Winona, Lindenwood, Monroe, Norview Methodist, Norview Recreation Center, Rosemont, Sherwood School, and Young Park Precincts and parts of the Granby, Hunton Y, Sherwood Rec Center Part 2, and Tucker House Precincts.

Ninety-seventh. All of New Kent County; part of Caroline County comprised of the Madison and Reedy Church Precincts and parts of the Mattaponi and Woodford Precincts; part of Hanover County comprised of the Battlefield, Old Church, Cold Harbor, Black Creek, Studley, and Stonewall Jackson Precincts and part of the Rural Point 502/Newman 503 Precinct; part of Henrico County comprised of the Chickahominy, Nine Mile, and Antioch Precincts; part of King and Queen County comprised of the Owenton and Clark's Precincts; part of King William County comprised of the Second-B, Third, Fourth and Fifth Precincts and part of the Second-A Precinct; and part of Spotsylvania County comprised of the Partlow and Blaydes Corner Precincts.

Ninety-eighth. All of Essex, Gloucester, Mathews, and Middlesex Counties; part of King and Queen County comprised of the Shackleford's, Courthouse, and Old Mill Precincts; and part of King William County comprised of the First Precinct and part of the Second-A Precinct.

Ninety-ninth. All of King George, Lancaster, Northumberland, Richmond, and Westmoreland Counties; and part of Caroline County comprised of the Bowling Green and Port Royal Precincts and parts of the Mattaponi and Woodford Precincts.

All other House of Delegates districts shall be comprised as provided in § 24.2-304.01.

2. That the effect of the first enactment shall be to supersede a certain segment of the boundary line between the Thirty-eighth and Fortieth Senatorial districts as follows:

The segment of the boundary between the Thirty-eighth and Fortieth Senatorial districts within Wise County beginning at the point where the ridge line of Looney Ridge intersects the Virginia-Kentucky boundary line, then east on the Looney Ridge ridge line approximately 2.9 miles to a power transmission line, south on the power transmission line approximately 1.6 miles to an east-west power transmission line (the northern boundary of census blocks 511959911001044 and 511959911001059), east on the power transmission line approximately 250 feet to Exeter Road (State Highway 68), east on Exeter Road to a point just west of the corporate limits of the Town of Appalachia where Exeter Road turns sharply north, continuing east on an unnamed road approximately 0.1 miles to the Norfolk Southern Railway tracks constituting the corporate limits of the town, south on the Norfolk Southern Railway to the point where it crosses Roaring Branch Road (U.S. Highway 23), and south on Roaring Branch Road to Roaring Branch is superseded by a boundary segment beginning at the point where Stone Mountain ridge line intersects the Wise County-Lee County boundary at High Butte, then east on Stone Mountain ridge line to a point where a straight line drawn from the headwaters of Roaring Branch would intersect the ridge line, east on a straight line to the headwaters of Roaring Branch, and east on Roaring Branch to Roaring Branch Road.

3. That the effect of the first enactment shall be to supersede a certain segment of the boundary line between the First and Second House of Delegates districts as follows:

The segment of the boundary between the First and Second House of Delegates districts within Wise County beginning at the point where the ridge line of Looney Ridge intersects the Virginia-Kentucky boundary line, then east on the Looney Ridge ridge line approximately 2.9 miles to a power transmission line, south on the power transmission line approximately 1.6 miles to an east-west power transmission line (the northern boundary of census blocks 511959911001044 and 511959911001059), east on the power transmission line approximately 250 feet to Exeter Road (State Highway 68), east on Exeter Road to a point just west of the corporate limits of the Town of Appalachia where Exeter Road turns sharply north, continuing east on an unnamed road approximately 0.1 miles to the Norfolk Southern Railway tracks constituting the corporate limits of the town, south on the Norfolk Southern Railway to the point where it crosses Roaring Branch Road (U.S. Highway 23), and south on Roaring Branch Road to Roaring Branch is superseded by a boundary segment beginning at the point where Stone Mountain ridge line intersects the Wise County-Lee County boundary at High Butte, then east on Stone Mountain ridge line to a point where a straight line drawn from the headwaters of Roaring Branch would intersect the ridge line, east on a straight line to the headwaters of Roaring Branch, and east on Roaring Branch to Roaring Branch Road.

4. That the effect of the first enactment further shall be to supersede a certain segment of the boundary line between the Sixth and Seventh House of Delegates districts as follows:

The boundary segment between the Sixth and Seventh Districts within Pulaski County beginning at the intersection of Giles Avenue (State Route T-747) and Broad Street (United States Highway 11), then west on Broad Street to the western corporate limits of the Town of Dublin, north on the corporate limits of the Town of Dublin to Cleburne Avenue (State Highway 100), north on Cleburne Avenue approximately 0.2 miles to a pipeline, and east on the pipeline to Old Giles Road is superseded by a segment beginning at the intersection of Giles Avenue (State Route T-747) and Broad Street (United States Highway 11), then east on Broad Street to the eastern corporate limits of the Town of Dublin, north and then northwest on the corporate limits of the Town of Dublin to Old Giles Road, and north on Old Giles Road to the pipeline.
