K. This section shall not be construed to prohibit the electoral board and the person authorized to act on behalf of the facility in which a polling place is located from jointly approving any application, received by the electoral board at least 60 days prior to the day of the election, from a nonprofit group to conduct a fund-raising event on election day consisting of the sale of refreshments within the prohibited area at the polling place. The application shall be approved only if the nonprofit group, and any parent, subsidiary or related group, are nonpartisan and nonpolitical in purpose and do not engage in partisan or political activities including the public endorsement or evaluation of candidates for elective office. Such groups shall comply with the restrictions in subsections A and D of this section. Such sales shall be conducted solely by persons ineligible to register to vote by reason of age.
