(HB535)GOVERNOR'S VETO
Pursuant to Article V, Section 6, of the Constitution of Virginia, I veto House Bill 535.
House Bill 535 was introduced by Delegate Jackie Stump at the request of Buchanan County. The bill relates to enforcement actions against those who dump refuse in or obstruct any tributary of the Big Sandy River.
Near the end of the 2004 Regular Session after HB 535 had passed both the House of Delegates and the Senate, Buchanan County officials informed Delegate Stump that his bill yielded an unintended consequence not supported by the County. The patron of HB 535 recognized that this important issue would require additional time and discussion for Buchanan County officials and other interested parties to agree upon improved language.
Accordingly, Delegate Stump has requested that HB 535 be vetoed, and, with his support, I veto this bill.
