2004 SESSION
(HB1201)GOVERNOR'S VETO
Pursuant to Article V, Section 6, of the Constitution of Virginia, I veto House Bill 1201.
House Bill 1201 requires for single contracts for nonprofessional services not expected to exceed $10,000, or for term contracts not expected to exceed $100,000, that state public bodies procure such services from the private sector.
The General Assembly has sent me two measures that address the important issue of ensuring that the state government agencies and institutions examine the efficiency and effectiveness of services provided. HB 1043 is the more comprehensive and systematic of the two and appropriately addresses the issue on an enterprise-wide basis.
I will sign HB 1043 as the preferred measure. Accordingly, House Bill 1201 is not necessary, and, for these reasons, I veto House Bill 1201.
