 Senator Martin stated that had he been in his seat when the
 vote was taken on the question of agreeing to amend in accordance
 with the recommendation of the Governor H.B. 1661, he would have
 voted yea. Senator Martin stated further that he was out of his
 seat, having been detained by a brief visit to the memorial
 service for a Marine who recently lost his life in service to
 our nation.
