SUMMARY AS PASSED: (all summaries)

Confined animal feeding operations. Authorizes the State Water Control Board to promulgate regulations requiring VPDES permits for confined animal feeding operation to the extent necessary to comply with § 402 of the federal Clean Water Act. Certain confined animal feeding operations will be covered under Virginia Pollutant Discharge Elimination System permits as opposed to General Virginia Pollutant Abatement permits. The bill also requires the State Water Control Board to impanel an advisory group.
