SUMMARY AS INTRODUCED:

Virginia Shell Building Initiative. Provides that the Virginia Economic Development Partnership shall promulgate regulations whereby the state shall guarantee the interest on a locality-owned shell building up to one million dollars per year in economically stressed localities.
