SUMMARY AS INTRODUCED:

Electric utility restructuring; energy assistance assessment. Requires each distributor of electric energy to collect from each residential distribution account $.03 per month, or $.36 per year, to be credited to the Home Energy Assistance Fund. Up to 3 percent of moneys collected may be used to pay the distributor’s costs of collecting and transmitting such funds.
