SUMMARY AS INTRODUCED:
Reciprocity Board. Abolishes the Reciprocity Board. The 3-member Board comprised of the Department of Motor Vehicles Commissioner, the Transportation Commissioner and the State Corporation Commission representative was created in 1942 to advise the Governor on reciprocal agreements with other states with respect to taxes on motor vehicles, the operation of motor vehicles, or any transaction incident to the operation of motor vehicles. The Board has not met for at least 7 or 8 years and the responsibilities of the Board regarding reciprocal agreements are currently performed by the Department of Motor Vehicles pursuant to § 46.2-703. This bill is identical to legislation recommended by the Joint Subcommittee Studying the Operations, Practices, Duties, and Funding of the Commonwealth's Agencies, Boards, Commissions, Councils, and Other Governmental Entities pursuant to HJR 159 (2002). This bill was incorporated in HB 1444.
