Virginia Antitrust Act; manipulation of electricity prices. Makes it an unlawful violation of the Virginia Antitrust Act for the operator of an electric power generation facility who generates electricity for sale to manipulate electricity prices by withholding power that has been committed to satisfy reserve requirements from the relevant market.
