SUMMARY AS PASSED: (all summaries)
Ratio utility billing systems for commercial and residential rental units. Defines the term “ratio utility billing systems” and provides that ratio utility billing systems are permitted in commercial and residential buildings in addition to submetering or energy allocation, provided the landlord and tenant so state in a rental agreement or lease. The bill also eliminates the $2 cap on the monthly administrative charges and replaces it with the actual cost being charged by the third-party provider of billing and administrative services.
