SUMMARY AS INTRODUCED:
Motorcycle helmets. Exempts motorcyclists operating on scenic highways and Virginia byways from the motorcycle helmet law. The bill also makes failure to wear a required helmet a "secondary offense" (like failure to wear a safety belt).
