Virginia Petroleum Products Franchise Act. Clarifies that the minimum distance of one and one-half miles between a refiner-operated service station and one operated by a franchised dealer is measured from the gas pump on the refiner’s facility that is nearest a gas pump at the dealer’s facility. The bill also changes the threshold for defining a “newly remodeled facility” to one that has a minimum cost of $560,000 until January 1, 2004, and thereafter a minimum cost of $560,000 plus an amount reflecting the annual rate of inflation based on changes in the Consumer Price Index. Finally, civil liability for violating the Act is increased from liquidated damages of $2,500 to $10,000.
