SUMMARY AS INTRODUCED:

"Photo-toll" program. Enhances penalties associated with failure to pay a required toll for using a toll facility using a "photo-toll" toll payment enforcement system and explicitly allows the use of "photo-toll" systems on non-VDOT toll facilities. The bill also requires that if a vehicle owner submits an affidavit that he was not the operator of the vehicle as to which no toll was paid, he must identify the operator and provides a mechanism by which penalties can be assessed against operators of rented and leased vehicles.
