WHEREAS, the Best of Reston Awards were established by the Greater Reston Chamber of Commerce and Reston Interfaith to honor businesses, organizations, and individuals who have demonstrated their commitment to serving the Reston community; and

WHEREAS, the Greater Reston Chamber of Commerce helps businesses prosper in the Northern Virginia area by promoting the business and civic interests of Reston Chamber members and residents; and

WHEREAS, Reston Interfaith, the oldest and largest social service agency in the Reston area, is sponsored by 19 religious organizations and a large volunteer base and sponsors local shelters and transitional and affordable housing and provides emergency food and clothing; and

WHEREAS, among the honorees of the 12th Annual Best of Reston Awards, announced January 31, 2003, was Joseph L. Ritchey, a quiet but effective community leader and volunteer; and

WHEREAS, Joseph Ritchey was cited for his leadership and generosity to the Reston community and his devotion to realizing Robert Simon's goals and ideals in founding Reston; and

WHEREAS, Joseph Ritchey has volunteered his time, talents, and resources to many organizations, among them the Reston YMCA, the Friends of Reston for Community Service, and Reston Interfaith; and

WHEREAS, an active volunteer at the Reston YMCA since its founding in 2000, Joseph Ritchey created the Triangle Award for outstanding high school students, established a scholarship fund for the day camp program, and contributed to the Partners Program that helps families in need of YMCA programs; and

WHEREAS, because of his wide-ranging, sustained, and effective community service activities, Joseph L. Ritchey is a worthy recipient of the Best of Reston Award; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend Joseph L. Ritchey; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Joseph L. Ritchey as an expression of the General Assembly's admiration and gratitude for his efforts on behalf of the citizens of Reston.
