Commending Judge Fletcher Ward Harkrader, Jr.

WHEREAS, Fletcher Ward Harkrader, Jr., judge of the 16th Judicial Circuit Court since July 1, 1979, retired on January 28, 2003; and

WHEREAS, Ward Harkrader earned his bachelor's degree in political science and history from the University of Richmond, where he also earned his juris doctor in 1956; and

WHEREAS, admitted to the Virginia State Bar in 1956, Ward Harkrader served in the United States Army from 1956 to 1958; and

WHEREAS, Ward Harkrader was assistant director of the Bureau of Statutory Research and Drafting (now the Division of Legislative Services) from 1958 to 1963; and

WHEREAS, a former member of the Louisa County School Board, Ward Harkrader was a member of the Council of the Virginia State Bar, representing the Ninth Judicial Circuit and later representing the 16th Judicial Circuit on the Council; and

WHEREAS, on July 1, 1975, Ward Harkrader was appointed judge of the 16th Judicial District Court, where he served until his appointment in 1979 to the 16th Judicial Circuit Court; and

WHEREAS, while serving on the bench with distinction for nearly 28 years, Judge Harkrader has also been a member of the Executive Committee of the Judicial Conference of Virginia; and

WHEREAS, Judge Harkrader has been instrumental in the renovation and preservation of the historic Louisa County Circuit Courthouse and Goochland County Circuit Courthouse; and

WHEREAS, throughout a long career of service to the Virginia State Bar, the General Assembly, the County of Louisa, and the 16th Judicial Circuit Court, Judge Harkrader has performed with uncommon diligence, dedication, and commitment; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend Judge Fletcher Ward Harkrader, Jr., on the completion of an outstanding career of service to the Commonwealth; and be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Judge Fletcher Ward Harkrader, Jr., as an expression of the General Assembly’s respect and gratitude for his sensitivity, humanity, and judicial wisdom.
