SENATE JOINT RESOLUTION NO. 394
AMENDMENT IN THE NATURE OF A SUBSTITUTE
(Proposed by the Senate Committee on Rules
on January 27, 2003)
(Patron Prior to Substitute--Senator Hawkins)
Encouraging the Department of Transportation to review all options available, including the completion of the U.S. Route 29 bypass, to improve transportation along the U.S. Route 29 corridor to facilitate the flow of traffic to and from the northern and central regions of the State to southern communities.

WHEREAS, prior investments and designated improvements directed toward construction of a U.S. Route 29 bypass around the City of Charlottesville are ongoing, but transportation hazards of uncompleted planning remain; and

WHEREAS, improvements along the U.S. Route 29 corridor would greatly facilitate economic development in a region of the Commonwealth unserved by interstate system highways; and

WHEREAS, the Congress of the United States recognized in the 1980s the high priority of completing the U.S. Route 29 bypass; and

WHEREAS, subsequent indecision and delays have created a climate of confusion and uncertainty that is having a negative impact for other communities awaiting completion of the proposed U.S. Route 29 bypass around the City of Charlottesville; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the Department of Transportation be encouraged to review all available options, including the completion of the U.S. Route 29 bypass, to improve transportation along the U.S. Route 29 corridor to facilitate the flow of traffic to and from northern and central regions of the State to southern communities; and, be it

RESOLVED FURTHER, That the Clerk of the Senate transmit a copy of this resolution to the Commonwealth Transportation Commissioner, requesting that the Commissioner further disseminate copies of this resolution to his respective constituents so that they may be apprised of the sense of the General Assembly of Virginia in this matter.
