Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 18.2-72.1 as follows:

§ 18.2-72.1. Contraception not to constitute abortion.

Contraception shall not be subject to or governed by the provisions of this article.

For all purposes, "contraception" means the use of any process, device, or method to prevent pregnancy, including steroidal, chemical, physical or barrier, natural or permanent methods for preventing the union of an ovum with the spermatozoon or the subsequent implantation of the fertilized ovum in the uterus.
