RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly does hereby apply to the Governor that, pursuant to Section 6 of Article IV of the Constitution of Virginia, he shall convene the General Assembly in a special session after adjournment sine die of the 2003 Regular Session for the purpose of considering tax restructuring for the Commonwealth. The rules for the government of the House of Delegates and the Senate, when convened for such purposes, shall be the same as previously provided for during the 2003 Regular Session.

The General Assembly shall meet at a time to be specified by the Speaker of the House of Delegates in joint session to receive the Governor and such communication as he may desire to make, and the rules for the government of the House of Delegates and the Senate, when convened in joint session for such purposes, shall be the same as previously provided for the Joint Assembly of the 2003 Regular Session; and, be it

RESOLVED FURTHER, That the 2003 Tax Restructuring Special Session of the General Assembly shall be governed by the following procedural rule:

Rule 1. Except with the unanimous consent of the house in which the legislation is offered, no bill or joint resolution other than one relating to (i) tax restructuring; (ii) the rules of procedure or schedule of business of the General Assembly, either of its houses, or any of its committees; (iii) the election of judges; or (iv) confirming appointments subject to the confirmation of the General Assembly shall be offered in either house during the special session.
