HOUSE JOINT RESOLUTION NO. 531
Commending Sheriff F. W. Howard, Jr., and the New Kent County Sheriff's Department.

WHEREAS, the New Kent County Sheriff's Department won the 2002 National Chiefs' Challenge, sponsored by the International Association of Chiefs of Police; and

WHEREAS, the Sheriff's Department competed in a division that included agencies with 25 or fewer officers and that takes into consideration effective law-enforcement records, including DUI and seat belt violation arrests, and school and community education programs; and

WHEREAS, the New Kent County Sheriff's Department, under the leadership of Sheriff F. W. "Wakie" Howard, Jr., and the coordination of Corporal Lee Bailey, excelled in the competition year after year and has won four national titles; and

WHEREAS, key to the success of the New Kent Sheriff's Department was a theme program, Operation ABC, as well as a major seat belt program at the local high school; and

WHEREAS, the New Kent School Board endorsed the high school seat belt program by voting to adopt a seat belt usage policy at the high school; and

WHEREAS, the Sheriff's Department emphasized educational talks at local schools on law-enforcement and safety issues, such as bicycle safety, that pertain to children; and

WHEREAS, the New Kent Sheriff's Department provided a shining example for fellow law-enforcement officers throughout the nation and the Commonwealth; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend and congratulate Sheriff F. W. Howard, Jr., and the New Kent County Sheriff's Department for their outstanding performance in the National Chiefs' Challenge; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution to present to Sheriff F. W. Howard, Jr., in honor of the department's great achievement.
