Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 53.1-131.3 as follows:

§ 53.1-131.3. Payment of costs associated with prisoner keep.

Sheriffs and jail superintendents may establish programs, in accordance with regulations promulgated by the Board, to charge $1 per day to each inmate to defray the costs associated with the prisoners' keep. This fee shall be in addition to any other fees prescribed by law. The sheriff or jail superintendent may deduct or charge these amounts against a prisoner's account. Such funds collected shall be retained in the locality where the funds were collected and shall be used for general jail purposes.
