Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 15.2-1500.1 as follows:

§ 15.2-1500.1. Towns may provide certain telecommunications services.

Notwithstanding the provisions of § 15.2-1500 or any other provision of law, general or special, a town may provide and operate telecommunication and related services, including without limitation cable television, Internet, and such other services as the town by its council shall determine are necessary or expedient to its citizens and may acquire, own, and operate all properties necessary and expedient to the provision of such services. Towns may establish, impose, and enforce rates and charges for such services that are operated, rendered, or furnished by the town.
