039055674WHEREAS, Tidewater Correctional Unit 22 (TCU-22), owned by the Commonwealth and located in the City of Chesapeake, has recently been closed by the Department of Corrections to achieve operating savings; and
WHEREAS, TCU-22 and its surrounding grounds are located in close proximity to the Chesapeake YMCA, Greenbrier Library, Greenbrier Middle School, and numerous residential and commercial facilities; and
WHEREAS, the TCU-22 property adjoins, at its southern boundary, Chesapeake City Park; and
WHEREAS, Chesapeake City Park is the most widely used park site in Chesapeake and serves as the host property for numerous citywide events, attracting several thousand visitors throughout the year; and
WHEREAS, the TCU-22 building and grounds would be a tremendous asset to the Park and the citizens of Chesapeake; and
WHEREAS, the City of Chesapeake is in a position to utilize the TCU-22 building and grounds for various beneficial public purposes; now, therefore,
Be it enacted by the General Assembly of Virginia:
1. § 1. That the Commonwealth of Virginia is hereby authorized to convey, with the approval of the Governor and in form approved by the Attorney General, to the City of Chesapeake, the approximately 18 acres of land, including all improvements thereon, located on the west side of Greenbrier Parkway known as Tidewater Correctional Unit 22 (TCU-22) (Tax Parcel 0370000000890), connecting on its southern boundary to the approximately 76-acre Chesapeake City Park. The conveyance shall be on terms as agreed to by the Commonwealth and the City, and all portions of the property that may be conveyed shall be used by the City solely for parks and recreational purposes. The appropriate officials of the Commonwealth are hereby authorized to prepare, execute, and deliver such deed and other documents as may be necessary to accomplish such conveyance.
