Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 23-2.1:2 as follows:

§ 23-2.1:2. Policies regarding dual enrollment for home school students.

No later than July 1, 2004, public two-year and four-year institutions of higher education shall develop and implement policies that provide for the dual enrollment of students 16 years of age or older, who are home-schooled high school juniors or seniors within the Commonwealth, to allow such students to meet the requirements for high school graduation and, at the same time, earn college credits. Such students shall meet the academic requirements for admission of the institution, be eligible to attend as part-time or full-time students, and shall be subject to the same conditions and requirements imposed upon, and afforded the same privileges extended to, dual enrolled public school students.
