Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding in Article 1 of Chapter 11 of Title 51.1 a section numbered 51.1-1103.1 as follows:

§ 51.1-1103.1. Expansion of program to include certain local employees.

The Board, by July 1, 2004, shall promulgate regulations that will allow participation in the program of employees of a locality participating in the Retirement System. The regulations may be developed so as to allow such participation to be phased in over a period of 5 years.
