Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding in Chapter 2 of Title 1 a section numbered 1-17.3 as follows:

§ 1-17.3. Opt-out provisions.

All provisions in statutory law, regulations or on forms of this Commonwealth requiring persons to indicate they do not want to participate in a program (opt-out) in order to avoid paying a fee are hereby void.
