Whereas, the Virginia Distribution Center (VDC) is administered by the Department of General Services; and

Whereas, the VDC was created in 1960 for the purpose of purchasing high volume, standardized items for resale to state agencies and localities; and

Whereas, the VDC currently offers more than 900 products, most of which are food and food-related items, janitorial supplies, and paper products; and

Whereas, the VDC is a mandatory source of food and housekeeping products for state agencies and an optional source of supplies for local government agencies; and

Whereas, when the VDC was established more than 40 years ago there was a need for a central purchasing entity; and

Whereas, the evolution of state procurement practices and greater competition in the marketplace have alleviated the need for a central purchasing entity; and

Whereas, continued reliance on VDC by state agencies is inefficient and may serve to ultimately increase the costs to state agencies; therefore,

Be it enacted by the General Assembly of Virginia:

1. § 1. Notwithstanding any law to the contrary, the Virginia Distribution Center maintained and operated by the Department of General Services shall cease operations no later than July 31, 2003.
