Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding in Article 10 of Chapter 6 of Title 46.2 a section numbered 46.2-749.84 as follows:

§ 46.2-749.84. Special license plates; supporters of scholastic rowing; fees.

A. On receipt of an application and payment of the fee prescribed by this section, the Commissioner shall issue special license plates to supporters of scholastic rowing.

B. The annual fee for plates issued pursuant to this section shall be twenty-five dollars in addition to the prescribed fee for state license plates. For each such twenty-five-dollar fee collected in excess of 1,000 registrations pursuant to this section, fifteen dollars shall be paid into the state treasury and credited to a special nonreverting fund known as the Scholastic Rowing Fund. These funds shall be paid in equal amounts annually to each secondary educational institution in the Commonwealth that, in the preceding twelve months, had a scholastic rowing program and had applied for receipt of funds from the Scholastic Rowing Fund as provided in this section. All funds received by educational institutions under this section shall be used exclusively to supplement the salaries of coaches involved with their scholastic rowing programs.
