CHAPTER 972
An Act to amend the Code of Virginia by adding a section numbered 46.2-749.23:1 and by adding in Article 10 of Chapter 6 of Title 46.2 sections numbered 46.2-749.84 through 46.2-749.88, relating to special license plates; Virginia is for Lovers; supporters of the National D-Day Memorial Foundation; commemorating the thirtieth anniversary of Secretariat's winning of horse racing's Triple Crown; supporters of Seton House; supporters of the Interdenominational Children's Foundation of Virginia; Cold War Veteran; fees.

Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 46.2-749.23:1 and by adding in Article 10 of Chapter 6 of Title 46.2 sections numbered 46.2-749.84 through 46.2-749.88 as follows:

§ 46.2-749.23:1. Special license plates; Virginia is for lovers; fees.

A. On receipt of an application and payment of the fee prescribed by this section, the Commissioner shall issue to the applicant special license plates bearing the legend: VIRGINIA IS FOR LOVERS.

B. The annual fee for plates issued pursuant to this section shall be $25 in addition to the prescribed fee for state license plates. For each such $25 fee collected in excess of 1,000 registrations pursuant to this section, $15 shall be paid into the state treasury and credited to a special nonreverting fund known as the Virginia Tourism Promotion Fund established within the Department of Accounts and paid annually in equal amounts to the Virginia Tourism Authority and the Virginia Hospitality and Travel Association Foundation to be spent to support tourism promotion activities for the benefit of Virginians.

§ 46.2-749.84. Special license plates; supporters of the National D-Day Memorial Foundation; fees.

A. On receipt of an application and payment of the fee prescribed by this section, the Commissioner shall issue special license plates to supporters of the National D-Day Memorial Foundation.

B. The annual fee for plates issued pursuant to this section shall be $25 in addition to the prescribed fee for state license plates. For each such $25 fee collected in excess of 1,000 registrations pursuant to this section, $15 shall be paid into the state treasury and credited to a special nonreverting fund known as the National D-Day Memorial Foundation Fund, established within the Department of Accounts. These funds shall be paid annually to the National D-Day Memorial Foundation and used to assist in its programs, activities, and operation.

§ 46.2-749.85. Special license plates commemorating the thirtieth anniversary of Secretariat's winning of horse racing's Triple Crown; fees.

A. On receipt of an application and payment of the fee prescribed by this section, the Commissioner shall issue to the applicant special license plates commemorating the thirtieth anniversary of Secretariat's winning of horse racing's Triple Crown.

B. The annual fee for plates issued pursuant to this section shall be $25 in addition to the prescribed fee for state license plates. For each such $25 fee collected in excess of 1,000 registrations pursuant to this section, $15 shall be paid into the state treasury and credited to a special nonreverting fund known as the Secretariat Museum Foundation Fund, established within the Department of Accounts. These funds shall be paid annually to the Secretariat Museum Foundation and used to assist in the creation and operation of the Secretariat Museum.

§ 46.2-749.86. Special license plates; supporters of Seton House; fees.

A. On receipt of an application and payment of the fee prescribed by this section, the Commissioner shall issue to the applicant special license plates to supporters of Seton House.

B. The annual fee for plates issued pursuant to this section shall be $25 in addition to the prescribed fee for state license plates. For each such $25 fee collected in excess of 1,000 registrations pursuant to this section, $15 shall be paid into the state treasury and credited to a special nonreverting fund known as the Seton House Fund, established within the Department of Accounts. These funds shall be paid annually to Seton House and used to support its programs and activities in Virginia.

§ 46.2-749.87. Special license plates; Interdenominational Children's Foundation of Virginia; fees.

A. On receipt of an application and payment of the fee prescribed by this section, the Commissioner shall issue to the applicant special license plates for supporters of the Interdenominational Children's Foundation of Virginia.

B. The annual fee for plates issued pursuant to this section shall be $25 in addition to the prescribed fee for state license plates. For each such $25 fee collected in excess of 1,000 registrations pursuant to this section, $15 shall be paid into the state treasury and credited to a special nonreverting fund known as the Interdenominational Children's Foundation of Virginia Fund, established within the Department of Accounts. These funds shall be paid annually to the Interdenominational Children's Foundation of Virginia and used to support the Foundation's activities and programs.

§ 46.2-749.88. Special license plates; bearing the legend Cold War Veteran, with proceeds credited to the Cold War Museum; fees.

A. On receipt of an application, either (i) written evidence that the applicant worked for the United States Government at any time during the Cold War era, September 2, 1945 through December 26, 1991, along with a written statement confirming their service to the country was faithful and honorable, or (ii) a copy of a valid Cold War Recognition Certificate awarded by the Secretary of Defense to the applicant, and payment of the fee prescribed by this section, the Commissioner shall issue special license plates bearing the legend: COLD WAR VETERAN.

B. The annual fee for the plates issued pursuant to this section shall be $25 in addition to the prescribed fee for state license plates. For each such $25 fee collected in excess of 1,000 registrations pursuant to this section, $15 shall be paid into the state treasury and credited to a special nonreverting fund known as the Cold War Museum Fund, established within the Department of Accounts. These funds shall be paid annually to the Cold War Museum and used to assist in its programs and activities in Virginia.
