CHAPTER 921
An Act to amend and reenact §§ 46.2-736.2, 46.2-746.4, and 46.2-749.44 of the Code of Virginia, and to amend the Code of Virginia by adding sections numbered 46.2-736.01, 46.2-736.02, 46.2-746.2:2.1, 46.2-746.2:3, 46.2-746.2:4, 46.2-749.5:1, and 46.2-749.16:1 and by adding in Article 10 of Chapter 6 of Title 46.2 sections numbered 46.2-749.84 through 46.2-749.90, relating to special license plates; members of city councils; members of town councils; members and former members of the 3rd Infantry Regiment (Old Guard); supporters of the Mariners' Museum; emergency medical technicians and paramedics; persons who are both emergency medical technicians or paramedics and firefighters; military parachutists; members of the Special Forces Association; Virginia's coal mining heritage; members of the Air Force Association; supporters of the Children's Hospital of the King's Daughters; Virginia certified hunter education instructors; members and supporters of the Urban League of Hampton Roads; historic covered bridges; supporters of the Leukemia and Lymphoma Society; Friends of Tibet; supporters of St. Jude Children's Research Hospital; fees.

Be it enacted by the General Assembly of Virginia:

1. That §§ 46.2-736.2, 46.2-746.4, and 46.2-749.44 of the Code of Virginia are amended and reenacted and that the Code of Virginia is amended by adding sections numbered 46.2-736.01, 46.2-736.02, 46.2-746.2:2.1, 46.2-746.2:3, 46.2-746.2:4, 46.2-749.5:1, and 46.2-749.16:1 and by adding in Article 10 of Chapter 6 of Title 46.2 sections numbered 46.2-749.84 through 46.2-749.90 as follows:

§ 46.2-736.01. Special license plates; emergency medical technicians and paramedics; fees.

The Commissioner, on application, shall issue special license plates to emergency medical technicians and paramedics.

Every application for special license plates under this section shall be accompanied by written evidence that the applicant is an emergency medical technician or paramedic. For each set of special license plates issued under this section, the Commissioner shall charge a fee of $1 in addition to the prescribed cost of state license plates.

§ 46.2-736.02. Special license plates; persons who are both emergency medical technicians or paramedics and firefighters; fees.

The Commissioner, on application, shall issue special license plates to persons who are both emergency medical technicians or paramedics and firefighters.

Every application for special license plates under this section shall be accompanied by written evidence that the applicant is both an emergency medical technician or paramedic and a firefighter. For each set of special license plates issued under this section, the Commissioner shall charge a fee of $1 in addition to the prescribed cost of state license plates.

§ 46.2-736.2. Special license plates for certain elected or appointed officials.

The Commissioner, on application, shall issue to honorary consuls, upon receipt of written evidence from the United States Department of State that the applicant is an honorary consul on active status, and members of county boards of supervisors, city councils, town councils, state commissions and boards and to other state officials appointed by the Governor special license plates bearing decals or stickers bearing the legend "HONORARY CONSUL" or identifying the commission, board, or office to which the applicant has been elected or appointed.

§ 46.2-746.2:2.1. Special license plates; military parachutists.

On receipt of an application therefor and presentation of written evidence that the applicant is a military parachutist or former military parachutist, the Commissioner shall issue to the applicant special license plates.

§ 46.2-746.2:3. Members and former members of the 3rd Infantry Regiment (Old Guard).

On receipt of an application therefor and presentation of written evidence that the applicant is a member or former member of the 3rd Infantry Regiment (Old Guard), the Commissioner shall issue special license plates to members and former members of the 3rd Infantry Regiment (Old Guard).

§ 46.2-746.2:4. Members of the Special Forces Association; fee.

On receipt of an application therefor and presentation of written evidence that the applicant is a member of the Special Forces Association, the Commissioner shall issue to the applicant special license plates.

The provisions of subdivisions B 1 and 2 of § 46.2-725 shall not apply to license plates issued under this section.

No license plates provided for in this section shall be issued unless and until the Commissioner receives at least 50 prepaid applications therefor and payment of a one-time fee of $3,500, less the total amount of $10 annual fees collected from the prepaid applications received.

§ 46.2-746.4. Special license plates for members of certain military veterans' organizations.

On receipt of an application and written evidence that the applicant is a member of any of the following military veterans' organizations, the Commissioner shall issue special license plates to the members of the following organizations: the American Legion, the Legion of Valor of the USA, the Marine Corps League, the Retired Officers Association, the Special Forces Association, the Veterans of the Battle of Iwo Jima, and the Vietnam Veterans of America.

The provisions of subdivisions 1 and 2 of subsection B of § 46.2-725 shall not apply to license plates issued to members of the Legion of Valor of the USA under this section.

§ 46.2-749.5:1. Special license plates celebrating Virginia's coal mining heritage.

On receipt of an application therefor, the Commissioner shall issue special license plates celebrating Virginia's coal mining heritage.

§ 46.2-749.16:1. Special license plates; members of the Air Force Association.

On receipt of an application therefor and presentation of appropriate written evidence that the applicant is a member of the Air Force Association, the Commissioner shall issue special license plates to the applicant.

§ 46.2-749.44. Special license plates; supporters of the Mariners' Museum.

A. On receipt of an application and payment of the fee prescribed by this section, the Commissioner shall issue special license plates to supporters of the Monitor-Merrimac Memorial Foundation Mariners' Museum.

B. The annual fee for plates issued pursuant to this section shall be twenty-five dollars $25 in addition to the prescribed fee for state license plates. For each such twenty-five-dollar $25 fee collected in excess of 1,000 registrations pursuant to this section, fifteen dollars $15 shall be paid into the state treasury and credited to a special nonreverting fund known as the Monitor-Merrimac Memorial Foundation Mariners' Museum Fund, established within the Department of Accounts. These funds shall be paid annually to the Mariner's Museum and used exclusively to further the construction of the USS Monitor Center.

§ 46.2-749.84. Special license plates; supporters of the Children's Hospital of the King's Daughters.

On receipt of an application therefor, the Commissioner shall issue special license plates to supporters of the Children's Hospital of the King's Daughters.

§ 46.2-749.85. Special license plates; Virginia certified hunter education instructors.

On receipt of an application therefor and presentation of written evidence that the applicant is a Virginia certified hunter education instructor, the Commissioner shall issue special license plates to Virginia certified hunter education instructors.

§ 46.2-749.86. Special license plates; members and supporters of the Urban League of Hampton Roads.

On receipt of an application therefor, the Commissioner shall issue special license plates to members and supporters of the Urban League of Hampton Roads.

§ 46.2-749.87. Special license plates; historic covered bridges; fees.

A. On receipt of an application and payment of the fee prescribed by this section, the Commissioner shall issue to the applicant special license plates bearing the legend: HISTORIC COVERED BRIDGES.

B. The annual fee for plates issued pursuant to this section shall be $25 in addition to the prescribed fee for state license plates. For each such $25 fee collected in excess of 1,000 registrations pursuant to this section, $15 shall be paid into the state treasury and credited to a special nonreverting fund known as the Historic Covered Bridges Fund, established within the Department of Accounts. These funds shall be paid annually to the Virginia Department of Transportation to support maintenance and interpretation of covered bridges within the Commonwealth.

§ 46.2-749.88. Special license plates; supporters of the Leukemia and Lymphoma Society; fees.

A. On receipt of an application and payment of the fee prescribed by this section, the Commissioner shall issue to the applicant special license plates to supporters of the Leukemia and Lymphoma Society.

B. The annual fee for plates issued pursuant to this section shall be $25 in addition to the prescribed fee for state license plates. For each such $25 fee collected in excess of 1,000 registrations pursuant to this section, $15 shall be paid into the state treasury and credited to a special nonreverting fund known as the Leukemia and Lymphoma Society Fund, established within the Department of Accounts. These funds shall be paid annually to the Leukemia and Lymphoma Society to support the Society's Team in Training Program in Virginia.

§ 46.2-749.89. Special license plates bearing the legend FRIENDS OF TIBET; fees.

A. On receipt of an application and payment of the fee prescribed by this section, the Commissioner shall issue special license plates bearing the legend FRIENDS OF TIBET.

B. The annual fee for plates issued pursuant to this section shall be $25 in addition to the prescribed fee for state license plates. For each such $25 fee collected in excess of 1,000 registrations pursuant to this section, $15 shall be paid into the state treasury and credited to a special nonreverting fund known as the Conservancy for Tibetan Art and Culture Fund, established within the Department of Accounts. These funds shall be paid annually to the Conservancy for Tibetan Art and Culture and used to assist in its programs and activities in Virginia.

§ 46.2-749.90. Special license plates; supporters of St. Jude Children's Research Hospital.

On receipt of an application therefor, the Commissioner shall issue special license plates to supporters of St. Jude Children's Research Hospital.
